Mandate, Mission, and Vision


Mandate

Under Republic Act No. 7640, the Council is the primary consultative and advisory body to the President, as the head of the national economic and planning agency, for further consultations and advice on certain programs and policies essential to the realization of the goals of the national economy with the following functions:

  1. a) determine and recommend socioeconomic development goals in pursuance of established policies which shall guide the formulation and implementation of the national development plan;
  2. b) provide policy advice to the President on vital issues affecting the socioeconomic development of the country;
  3. c) direct the study of measures to ensure that the regional development plans and programs are integrated into the national development plan;
  4. d) receive, and in appropriate cases, require reports on, and study measures to improve, the implementation of official development assistance from multilateral and bilateral entities;
  5. e) assess effectiveness of implementation of the national development plan;
  6. f) integrate environmental concepts, principles and practices into the national development plan for a balanced and cohesive approach to national development;
  7. g) review the relationship of the legislative agenda to the national development plan to ensure the integration of both;
  8. h) study and recommend to the President and to Congress sources of revenue as well as measures to reduce unnecessary expenditures to the end that the resources of the Government will be used to the optimum.

In the fulfillment of its mandate, the Council shall be guided by the following declarations of policy:

It is the policy of the State to formulate socioeconomic development programs through consultations with relevant public agencies, the private sector, and local government units. These programs shall be developed with due regard to the principles of conservation and ecological sustainability and in strict adherence to the State’s constitutional duty to:

  1. Promote a more equitable distribution of opportunities, income, and wealth;
  2. Ensure a sustained increase in the production of goods and services for the benefit of the people; and
  3. Advance productivity growth as the fundamental mechanism for improving the quality of life, particularly for the underprivileged.

Furthermore, the State shall pursue industrialization and full employment anchored on sound agricultural development and agrarian reform. This shall be achieved through the promotion of industries that:

  1. Optimize the utilization of human and natural resources;
  2. Exhibit competitiveness in both domestic and international markets; and
  3. Foster sustainable economic growth.

However, in the exercise of this policy, the State shall ensure the protection of Filipino enterprises against unfair foreign competition and trade practices, safeguarding national economic interests while promoting a fair and competitive business environment.


Mission

 The Legislative-Executive Development Advisory Council (LEDAC) functions as the primary mechanism for consensus-building between the executive and legislative branches of government, in collaboration with key stakeholders, to address critical issues affecting the socioeconomic and development objectives of the country.


Vision

The LEDAC envisions itself as an effective and high-level advisory and consultative body to the President, ensuring alignment between executive development planning and congressional budgeting. It shall serve as the principal mechanism for fostering consensus among various sectors of the economy, thereby promoting coherent and strategic policymaking.

To fulfill this vision, the LEDAC seeks to develop, strengthen, and sustain institutionalized interaction and collaboration between the executive and legislative branches, as well as other relevant stakeholders. Through this engagement, it aims to facilitate the formulation, adoption, and implementation of sound and responsive policies that will advance the nation’s socioeconomic and development goals.
