His Excellency President Benigno S. Aquino III graced the send off ceremonies of the 4-day Learning Workshop on Legislative Process, Lobbying and the Human Rights-Based Approach or HRBA to Legislation and Policy Development on August 10, 2011 at the Heroes’ Hall, Malacañan Palace. The event was attended by about 200 Legislative Liaison Officers (LLO) of various National Government Agencies comprising the Legislative Liaison System (LLS). Socioeconomic Planning Secretary Cayetano Paderanga, Jr., PLLO Secretary Antonino Roman, UN Resident Representative Jacqui Badcock, and CHR Chairperson Loretta Ann Rosales also delivered their messages that all relate to legislating for common good.
The learning workshop was pursued to introduce practical skills and establish strategic linkages in Congress and among members of the LLS, as well as colleagues in constitutional bodies on legislative processes, lobbying and mainstreaming of HRBA as a framework in policy-making and legislation.
The workshop was convened based on groupings under the Cabinet Cluster System as provided in Executive Order No. 43 series of 2011. The LLS clusters developed an action plan and strategic framework fleshed out in a covenant of commitment that undertake to: (a) support the President’s development objectives and reform agenda; (b) ensure the passage of people-centered legislation by employing a process intervention that builds consensus between and among stakeholders; and (c) strengthen executive-legislative interaction and collaboration that redounds to better application of and support for the President’s legislative initiatives and program of governance.
The Legislative-Executive Development Advisory Council (LEDAC) Secretariat, the Presidential Legislative Liaison Office (PLLO), and the Commission on Human Rights through the auspices of the United Nations Development Programme (UNDP), were the co-organizers of the said LLS workshop.
