The LEDAC Executive Committee (Execom) convened on May 20, 2013 to discuss the remaining common legislative agenda (CLA) for legislative action in the last two session days of the 15th Congress.
In his report on the status of 35 CLA, PLLO Undersecretary Bernardino Sayo presented that 14 CLAs have been enacted into laws, others reached the advance stage, and the rest lagged behind in Congress. The Execom discussed the following CLA that may be possibly enacted before the adjournment sine die of the 15th Congress, namely: (1) Science & Technology Scholarship Program; (2) Reorganization of the Philippine Statistical System (PSS); and (3) Whistleblowers and Witness Protection.
The amendment of Section 7 of House Bill No. 6229, i.e. on the composition of the Philippine Statistical Authority (PSA) Board, was raised and discussed in line with the principle of check and balance. In the proposed amendment, the NEDA Director-General, who is the Secretary of Socioeconomic Planning, shall chair the PSA Board instead of the National Statistician.
Present in the meeting from the Executive branch were: Executive Secretary Paquito N. Ochoa, Jr., Secretary Arsenio Balisacan, Secretary Manuel Mamba, Secretary Jose Rene Almendras, among others and from the Legislative branch: Senate Majority Leader Vicente Sotto III and House Speaker Feliciano Belmonte, Jr., among others.
