A core group comprising of Presidential Legislative Liaison Office (PLLO), UNDP, Commission on Human Rights (CHR), the Legislative-Executive Development Advisory Council (LEDAC) Secretariat, Office of the Cabinet Secretary (Cabsec), and respective chairpersons and/or representatives of the Legislative Liaison System (LLS) cluster conducted a 2-day planning workshop held last January 14-15, 2014 at the Astoria Plaza, Ortigas Center, Pasig City.

The workshop focused on discussions and planning of activities such as the conduct of trainings on Human Rights Based Approach (HRBA) and Basic Legislative Processes for new LLOs; and institutionalization of the development of legislative liaison system in the bureaucracy. The highlight of the planning workshop is the adoption of a manual/guidebook on Agency Standards, Advocacy Tools, Transcript of Lectures, and Guidelines on Bill Vetting and Analysis aiming primarily to strengthen and redefine the role of LLOs of the different agencies not only in the monitoring of measures that go through the legislative mill, but also to ensure that human rights dimension to all policies under the jurisdiction of the agency concerned is given ascendancy.

The planning workshop aimed to infuse Human Rights Based Approach to Legislation and Policy Development, and nurture a culture of human rights by using UPR as Anchor to expand the Human Rights Infrastructure and the UPR Tripartite Mechanism.
