The Legislative-Executive Development Advisory Council (LEDAC) Secretariat organized and conducted the Symposium/Orientation on Legislative Processes and Advocacy as a follow-up orientation on the legislative processes conducted on May 5, 2011. The symposium/orientation was held on November 15, 2013 at the Development Academy of the Philippines in Pasig City.

The one-day activity was attended and participated by about 70 representatives from NEDA sector staffs and attached agencies.

The symposium offered a wide-range of topics presented by experts with the end in view of providing the participants with in-depth knowledge on: (a) legislative processes and legislative lobbying; (b) strategies to strengthen and sustain vertical and horizontal coordination/collaboration among Executive agencies, the Legislative and other stakeholders; (c) mechanics to promote the agency’s institutional synergies with the two chambers of Congress in facilitating and pushing for the passage of priority policy reforms; and (d) how to be vigilant over the agency bills that go through the legislative mill.

Competent resource persons discussed the topics as follows: (1) Political Advocacy 101 by Commissioner Alex Brillantes, Jr. of the Commission on Higher Education; (2) The Legislative Process by Undersecretary Bernardino E. Sayo of the Presidential Legislative Liaison Office; (3) Advocacy and the Policy Process by Dr. Romulo Miral, Jr., Director-General of the CPBO-House of Representatives; (4) Dynamics in Congress by Dir. Eduardo C. Garvida of the Office of the Committee Affairs Bureau, Senate of the Philippines; and (5) Directives to promote institutional synergies with Congress vis-a-vis NEDA-Proposed Legislative Measures by ADG Kenneth Tanate of NEDA-ODG.
